Angle is which way the camera points, not how much of the subject is in frame. A tight torso shot and a wide full-body shot can both be Neutral if the lens is level with their eyes.

No person in the shot doesn't mean skip it. If you can see a horizon, a road, or a straight vertical line (a building edge, a doorframe), you can still call the angle from that, same as you would from eye level on a person. Only reach for the three reason tags below when there's truly nothing in the frame to judge by, or a moving object/effect makes the geometry unreadable.
